The
Quincy Center Concourse, an east-west
road connection through the heart of downtown Quincy to link
Routes 3 and 3A, is on the forefront of community planning.
As a result of a $2M Public Works Economic Development Grant
the City received from the State, Rizzo Associates has been
retained to develop the design plans and construction documents
for the reconstruction of Phase III on McGrath Highway from
the intersection of Washington Street to the intersection
of the Southern Artery.
Phase III reconstruction project is scheduled to be re-bid in the spring/summer of 2008, with construction lasting 18 months. Construction is scheduled to commence right away, lasting 18 months. Improvements that will be made include the removal of overhead lines utility lines and poles, creating an inviting and pedestrian friendly environment as well as making the highway more aesthetically pleasing.
The City received a tremendous boost in
the design and construction of Phase II of the Concourse (Hancock
Street crossing), which is the most complicated and costly
phase. Through the dedicated efforts of city Adminstrators, Senator
Kennedy, Senator Kerry and Congressman Delahunt the City will
receive $6 million from the recently approved Federal Transportation
Bond Bill. In addition, the State Delegation has included
a $5 million direct appropriation for the project in the Senate’s
version of the Economic Stimulus Bill. The Road Right of Way
option for phase II will result in the purchase and removal
of nine downtown commercial properties. Once completed, the
Concourse will create a signature urban boulevard that will
not only improve vehicular traffic flow and pedestrian access,
but at the same time will open additional parcels of land
for public and private development opportunities. Providing
new and improved access will direct vehicles to the downtown
and to existing and planned parking facilities. Phase II is approching the 75 percent design stage by Mass Highway.
This initial $30 million investment provided by the DIF revenue plan is a portion of the $100 million city economists estimate is available for future public investment in downtown Quincy. The $30 million will help the city implement a variety of projects identified in the recently adopted Urban Revitalization Development Plan (URD) for the core downtown area such as the construction of the Quincy Center Concourse roadway, the Adams Green project, and various additional public infrastructure and streetscape improvements designed to create a more pedestrian friendly and aesthetically pleasing downtown.
